(SPOT.ph) The Palace is implementing a new Alert Level System to replace the current ECQ-MECQ-GCQ-MGCQ classification scheme in the Philippines. This supposedly gives more mobility to fully vaccinated people and the levels are based on the utilization rate of health facilities. Starting on September 16, Metro Manila—where the new system will be tested until September 30—will be under Alert Level 4 out of a five-step alert level system.
Here's everything you need to know about Alert Level 4 in Metro Manila:
What is Alert Level 4?
Alert Level 4 is declared in areas where case counts are "high and/or increasing, with total bed utilization rate and intensive care unit utilization at high utilization." For comparison, Alert Level 3 is declared in areas with "high and/or increasing" case counts and utilization rate for beds and ICUs is "increasing"; while Alert Level 5's utilization rate for beds and ICUs is "critical."
Who can't go out?
- Persons below 18 years old
- Persons over 65 years old
- Those with immunodeficiencies, comorbidities, or other health risks
- Pregnant women
The above categories can leave their home "to obtain essential goods and services, or for work in permitted industries and offices."
Is outdoor exercise allowed?
Individual outdoor exercise will be allowed for all ages regardless of comorbidities or vaccination status. Movement, however, should only be within the general area of your residence (ex. within the barangay, purok, subdivision, and/or village).
Can people leave Metro Manila?
Interzonal and intrazonal travel is allowed, as long as you're not below 18 years old, not above 65 years old, and not immunocompromised. Regulations are dependent on the local government unit of your destination.
Leisure travel from Metro Manila to areas under General Community Quarantine and Modified GCQ (a.k.a. interzonal travel) is allowed, as long as the local government unit has guidelines about it.
Can restaurants reopen?
Food establishments (kiosks, commissaries, restaurants, and eateries) are allowed take-out and delivery services. Al fresco dining is limited to 30% capacity, provided that all employees are fully vaccinated. Indoor dining—which is allowed only for fully vaccinated customers—is limited to 10% capacity, provided that all employees are also fully vaccinated.
Which personal-care services can operate?
Barbershops, beauty salons, hair spas, and nail spas can reopen with a maximum of 30% capacity if they're outdoors. Indoor venues can accept only fully vaccinated customers with a 10% capacity. All clients and service providers should wear face masks at all times.
Medical aesthetic clinics, cosmetic or derma clinics, make-up salons, reflexology, aesthetics, wellness, and holistic centers, and other similar establishments; acupuncture and electrocautery establishments, and massage therapy including sports therapy establishments, and establishments providing tanning services, body piercings, and tattooing are now allowed to operate under Alert Level 4.
Can people return to the gym?
Indoor sports courts, fitness studios, gyms, spas, and swimming pools are not yet allowed to reopen.
Are social events and gatherings allowed?
Under Alert Level 4, all social events and gatherings like the following are prohibited:
- concerts
- parties
- wedding receptions
- engagement parties
- wedding anniversaries
- debut and birthday parties
- family reunions
- bridal or baby showers
- parades, processions, and motorcades
- any gathering at residences with any person outside of one's immediate household
Which attractions are allowed to reopen?
Most tourism- and recreation-related establishments and activities are not allowed to operate under Alert Level 4. These business establishments should remain closed in Metro Manila:
- Indoor visitor or tourist attractions, libraries, archives, museums, galleries, cultural shows, and exhibits
- Indoor venues for meetings, incentives, conferences, and events (MICE)
- Indoor entertainment venues, such as cinemas
- Venues with live performers, such as karaoke bars, bars, clubs, concert halls, and theaters
- Outdoor and indoor amusement parks or theme parks, peryas, and kid amusement industries (playgrounds, playroom, and kiddie rooms)
- Indoor recreational venues, such as Internet cafes, billiard halls, amusement arcades, and bowling alleys
- Casinos, horse racing, cockfighting, lottery, betting shops, and other gaming establishments
- Staycation hotels
