Two Jabs Done? You Can Now Apply for an International Certificate of Vaccination

Filipinos can now apply online for an international vaccination certification at the Bureau of Quarantine. This can be used as a medical document for essential or emergency travel.

The International Certificate of Vaccination, also called a Carte Jaune or Yellow Card, is an official vaccination report recognized by the World Health Organization. Prior to COVID-19, the card was used to record inoculations for infectious diseases like polio.

Considered a travel document, the International Certificate of Vaccination (ICV) is often presented before territories where there is increased health risk for travelers. Just note that while it is accepted globally as a legal document, it is not an official vaccine passport or replacement for vaccination card. Local and international governments are yet to mandate the use of such requirement for movement or travel.

The Bureau will only grant ICVs to individuals who have been inoculated with the following COVID vaccines recognized by the World Health Organization (WHO):

  • Pfizer
  • AstraZeneca
  • J&J
  • Moderna
  • Sinopharm
  • Sinovac

For now, the BOQ is issuing the ICV to those with overseas contracts or flight booking confirmations. The ICV is not a requirement for all destinations. Best to double-check with the country you're headed to be sure.

How to apply for International Certificate of Vaccination or Yellow Card from the BOQ:

You can book an appointment online via a BOQ website. For folks in Metro Manila, there are two physical sites: one in Manila and one in Pasay. Each branch has its own website. Next, you'll have to pay for the booklet and processing. Each booklet is priced at P370. This includes processing fee of P300 and convenience fee of P70.

You can pay for the booklet over the counter via LBC or 7-Eleven, and online via GCash or PayMaya. Credit card payments and online bank payments are also accepted. 

On the day of your appointment, show the BOQ personnel your QR code from the confirmed appointment along with receipt of payment. If you're applying for renewal, show your old booklet too. Once you've been processed, wait for the printing of your booklet.
