(SPOT.ph) When the pandemic started in the first quarter of 2020, public transportation was compromised and people rediscovered mobility through biking. But it also exposed the fact that Metro Manila isn't equipped with the necessary bike lanes to protect our bikers. It wasn't until months later, in August 2020, when a painted bike lane was launched in the Metro's most-used thoroughfare, EDSA. And even then, car owners and motorcycle users tend to occupy bike lanes, especially since some areas don't have physical barricades to delineate one lane from the other.
When asked how the Department of Transportation is responding to this problem, Secretary Arthur Tugade told Summit Media in a video conference on June 21: "Enforcement. 'Yong enforcement, hindi lang po nandiyan 'yan sa DOTr. nandiyan po 'yong MMDA, nandiyan po 'yong local government, nandiyan po 'yung kapulisan, nandiyan po 'yong highway patrol. Nagsasanib-pwersa po sila nang sa gano'n, maatensiyunan o maibsan 'yong mga gawain ng mga taong kulang sa disiplina. So inaa-address po 'yon."
He also emphasized the transportation agency's goal to complete 540 kilometers of bike lanes by the end of December. "Not only in Metro Manila, but it will also include Metro Davao and Metro Cebu. Complete with markings. Complete 'yong pamaraan para maging safe 'yong pagtakbo ng mga biker sa ating mga bike lane," he added.
As of June 2021, the Department of Transportation (DOTr) reports that they've completed 474 kilometers of bike lanes "with pavement parkings, bollards, curbs, and solar studs." In Metro Manila, 310.69 kilometers out of 338 kilometers of bike lanes are completed. In Metro Cebu, they opened 109.98 kilometers out of the 129-kilometer target; while Metro Davao now has 53.81 kilometers of the 54-kilometer bike lane project.
DoTR also launched a bike manual, which is printed in English and Filipino, to promote road safety, courtesy, and etiquette not only among bike-riding public but also among pedestrians and motorists. Up to 140,000 manuals will be distributed for free at all SM Malls nationwide. You can download a copy through the SM Malls website.
