Private Firms Buying Vaccines Still Need to Enter Into Tripartite Deal, Says Roque

(SPOT.ph) President Rodrigo Duterte on Monday night, March 29 allowed private companies to procure COVID-19 vaccines and ordered Secretary Carlito Galvez Jr. to fasttrack the process. However, Presidential Spokesperson Harry Roque clarified in a news conference on March 30 that this is still subject to a tripartite agreement.

The tripartite agreement, which involves the Philippine national government and the vaccine manufacturers, is pursuant to RA 11525 or the "COVID-19 Vaccination Program Act of 2021." This allows private companies and local government units to procure COVID-19 vaccines.

According to the Department of Health, the tripartite agreement for buying COVID vaccines is necessary for three reasons:

  • vaccine manufacturers require that indemnifcation be covered by the national government;
  • cost of adverse effects is supposed to be covered by the national government;
  • available vaccines are available only through Emergency Use Authorization, which means it doesn't have a Certificate of Product Registration that allows products to be bought directly from the market.

“So ano pong nagbago? Ang nagbago lang po e ‘yong mga pribadong sektor, kung talagang gusto nilang umangkat, ipagbigay alam lang po sa atin, sa ating vaccine czar at gagawin po natin ang ating tripartite agreement,” Roque clarified following Duterte's announcement last night.

Ang direktiba po ng ating Presidente, dapat pabilisin po ang proseso. 'Yon po ang kanyang directive na dapat wala pong delay para wala pong perception na kino-control po natin yung tinatawag nating procurement," Galvez added, adding that companies are still required to sign the tripartite agreement.
