Former DSWD Chief Dinky Soliman Passes Away

Former Department of Social Welfare and Development Secretary Corazon "Dinky" Soliman passed away on the morning of September 19 at the age of 68.

Soliman served as secretary of the Department of Social Welfare and Development to former presidents Gloria Macapagal Arroyo and Benigno "Noynoy" Aquino III, going around disaster zones with a streak of color on her short hair, which she did to help lift the people's spirits.

"I saw these small colored hair streaks which lifted my spirits up, and I just felt it might also lift the spirits of other people, so I started using it and it did lift people's spirit. Until the situation changes I'll keep it," Soliman was quoted in a 2011 The Philippine Star article.

Vice President Leni Robredo shared the news of Soliman's passing during her weekly radio program, recalling how close her family is with the late secretary.

"No'ng namatay 'yong asawa ko, hindi kami magkakilala pero siya yung pumunta sa Naga para samahan kami ng mga bata habang hinahanap pa yung katawan ng asawa ko," Robredo said, referring to her late husband Interior Secretary Jesse Robredo.

"Buong buhay niya, dinevote niya talaga sa paninilbihan sa mga mahihirap," she added.

Soliman helped expand the implementation of the government's Pantawid Pamilyang Pilipino Program or 4Ps, which provides conditional cash grants to poor Filipinos.
