Everything You Need to Know About Alert Level 2 in Metro Manila

Metro Manila's quarantine status has been downgraded by a notch from Alert Level 3 to Alert Level 2 starting today, November 5. MalacaƱang  announced the de-escalation on Thursday, November 4 through Resolution No. 147 from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases. The alert level will stay in place until November 21, Presidential Spokesperson Harry Roque said.

The announcement came one day after Metro Manila mayors agreed to lift the curfew in the National Capital Region for the first time in 20 months. The government initially placed Metro Manila under Alert Level 3 until November 14.

Roque added that starting December 1, alert level assignments of different areas in the Philippines would be determined every 15th and 30th of the month as agreed by the Inter-Agency Task Force (IATF). "Escalations, on the other hand, may be done at any time in the middle of the implementation period as warranted while de-escalations can only be done at the end of the two-week assessment period," he said.

Here's what the shift to Alert Level 2 in Metro Manila means:

In Alert Level 2, the second lowest classification under a five-step quarantine system, the following businesses, establishments, or activities can operate at up to 70% of their outdoor capacities, and at up to 50% of their indoor capacities for fully vaccinated individuals:

  1. Dine-in services
  2. Film, music, and television production
  3. Specialty exams authorized by the IATF
  4. Fitness studios, gyms, and venues for non-contact sports (with no group activities)
  5. Venues for meetings, incentives, conferences, and exhibitions
  6. Venues for social events such as parties and weddings
  7. Tourist attractions such as museums, libraries, and galleries
  8. Amusement parks and theme parks
  9. Recreational venues such as internet cafes, bowling alleys, billiard halls, and swimming pools
  10. Cinemas
  11. Personal-care services such as barbershops, salons, nail spas, and massage parlors
  12. Karaoke bars, clubs, concert halls, and theaters
  13. Funfairs, kids' playgrounds, playrooms, and kiddie rides

Casinos, horse racing, and cockfighting are still not allowed under Alert Level 2 unless authorized by the IATF.
