(SPOT.ph) With only a few days before another enhanced community quarantine is imposed in Metro Manila on August 6, people are scrambling to buy at least a week's worth of food and other basic necessities. The two-week lockdown will still allow people to go out for essential services like a trip to the grocery, but everyone's also wary given the rising number of COVID-19 cases. In an effort to "avoid panic buying and hoarding," the Quezon City government has implemented Ordinance Number SP-2948 S-2020 or "Regulating the Selling of Basic Necessities During Calamities."

First issued on June 1, 2020, the ordinance limits the "number of goods and supplies an individual consumer or buyer can purchase in a grocery store, supermarket, retailer, manufacturer, producer, or any other similarly related commercial establishment per day."

"We have to impose limits to avoid panic buying and hoarding that may lead to supply problems and could prevent other citizens from purchasing the needs of their families during the ECQ," Mayor Joy Belmonte said in a statement released on August 4.

Here are the daily purchase limitations per consumer effective during the enhanced community quarantine:

• Canned sardines - Five cans per type per brand (local), no limit for international brand
• Other canned goods - 10 cans for pork, 10 cans for beef, and no limit for tuna and other types
• Powdered milk - No limit for cans or packs, two bundles per brand for sachets
• Milk formula - No limit
• Coffee refill - One package if 200 grams and above, up to four packages if below 200 grams
• Three-in-one Coffee - 12 sachets
• Bread - two packs per brand for whole loaf, four packs per brnd for half loaf
• Instant noodles - five pieces per type per brand (local), no limit for imported brands
• Eggs - one dozen
• Cooking oil - two liters
• Sugar - one kilo
• Rice - 10 kilos
• Alcohol - two bottles if 300ml and below, three bottles for 500 ml and below, one bottle if more than 500 ml
• Hand sanitizers - three 100-ml bottles
• Toilet paper - six rolls
• Kitchen towels - four rolls
• Bath soap - six pieces
• Liquid hand soap - two bottles if 50ml and above, three bottles if lower than 50 ml
• Disinfectant solutions - one gallon
• Face masks - 10 pieces
• Multivitamins/Vitamin C - one 100-piece box or one bottle
• LPG (11 kilos) - one tank

Registered retailers and sari-sari store owners have a relatively higher daily purchase limit since the goods will be resold. Belmonte also ordered the revival of the usage of quarantines passes for no more than one person per household. Only persons going to and from work, authorized persons outside of residence, and those with confirmed vaccination appointments are allowed to go out.
