Metro Manila will continue to experience light to moderate with occasional heavy rains, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration as of 8 a.m, which may persist within three hours and affect nearby areas.

Typhoon Fabian, as well as Severe Tropical Storm Cempaka, a cyclone outside the Philippine Area of Responsibility, enhance the monsoon rains that will also be experienced over Ilocos Region, Cordillera Administrative Region, Batanes, Babuyan Islands, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Occidental Mindoro, and the northern portion of Palawan, including Calamian and Kalayaan Islands in the next 24 hours.
The weather agency also issued an Orange Warning (Be Prepared) over Bataan, Zambales, and a Yellow Warning (Be Alert) over Tarlac and Pampanga. Meanwhile, Quezon will also experience light to moderate with occasional heavy rains within the next two to three hours.
The sixth storm of 2021 was spotted 740 kilometers east northeast of Itbayat, Batanes, according to the weather agency's 5 a.m. advisory, packing maximum sustained winds of up to 130 kilometers per hour with gusts of up to 160-kilometers while moving west southwestward. It is expected to exit the Philippine Area of Responsibility on July 24.
Fabian intensified into a severe tropical storm and would continue to enhance the southwest monsoon or habagat, bringing rains to parts of Luzon, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on July 20.
