(SPOT.ph) On July 5, the Inter-Agency Task Force announced that fully vaccinated individuals—including senior citizens—may now travel for leisure without having to present a negative COVID-19 test, though policies for interzonal movement (a.k.a. traveling to areas with a different quarantine classification) are still upon the final decision of the local government concerned. Baguio City on July 5 announced that they're following this updated entry protocol for local travelers. Per IATF Resolution No. 124-B and City EO No. 79, s. 2021, the City of Pines is officially accepting full-dose vaccination cards or certificates as entry documents.
These are the strict definitions of being fully vaccinated:
- Received the second dose in a two-dose series at least two weeks ago
- Received one dose of a single-dose vaccine at least two vaccines ago
- The vaccines administered are included in either the Philippine Food and Drug Administration's Emergency Use Authorization list or Compassionate Special Permit; World Health Organization's Emergency Use Listing.

Here are the updated Baguio travel requirements (as of July 5):
QR-coded Tourist Pass
You can get QR-coded Tourist Pass through visita.baguio.gov.ph. Just create an account, schedule your visit, and upload a copy of your valid ID. Make sure that you completed this step at least 24 hours before traveling. Entry is limited to 3,000 travelers per day on a first-come first-served basis.
Negative COVID-19 Test Result OR Full-Dose Vaccination Card
Unvaccinated indiviuals need to present a negative antigen or RT-PCR test taken 72 hours prior to arrival in Baguio City. You also have the option of taking an antigen test upon arrival at the city's triage for a fee of P500.
Fully vaccinated individuals only need to show a valid vaccination card or certificate.
Mandatory Triage Upon Arrival
Travelers are required to present their QR-coded Tourist Pass (QTP) at the border for verification. Depending on the information you provided during registration, those with yellow or purple QTPs shall be escorted to the John Hay Triage or Central Triage; while those with blue QTPs may go straight to their hotels, which have their own triage.
While it's now easier to enter Baguio City, travelers are advised to follow minimum health and safety protocls, such as the wearing of face masks, avoiding enclosed and crowded areas, and maintaining physical distancing.
