Naga City to Danao City In 70 Minutes? The Metro Cebu Expressway Aims To Make It Happen

(SPOT.ph) A massive road network is underway in the Visayas, with the goal to link up the cities of Metro Cebu. Yup, if all goes according to plan, then someday motorists should be able to drive from the north in Danao City all the way south to Naga City in little more than an hour, said Department of Public Works and Highways Secretary Mark Villar in a meeting with Summit Media on March 25. We got the lowdown on this huge project with huge promises, dubbed the Metro Cebu Expressway, below.

The expressway will span 58.84 kilometers across Metro Cebu, according to Villar; initial reports said 74 or so kilometers. It will serve as an alternate backbone for motorists connecting north and south of Cebu island's eastern urban hub. In 2019, the regional Department of Public Works and Highways (DPWH) office stated that certain parts of the highway will have sidewalks and bike lanes.

Construction of the massive expressway will be done in three segments, with Segment 3 being the first underway. A drone video posted by the regional DPWH office in October 2019 shows groundworks already in place. 

  • Segment 1 - This segment will be the central bit of the highway, spanning 25.56 kilometers between the Minglanilla and Talisay boundary to the Mandaue and Consolacion boundary. The latest alignment seen is that it will take motorists through the mountains on the western side of Metro Cebu. It will also be the costliest to make; DPWH is eyeing a public-private partership at P57.06 billion for this segment alone.
  • Segment 2 -  Spanning 23.36 kilometers from the boundary of Mandaue and Consolacion to Danao City, this segment will cost P10.31 billion. DPWH is also eyeing another public-private partnership for funding.
  • Segment 3 - The shortest segment at 10.92 kilometers, it will connect the Minglanilla and Talisay boundary to Naga City in the south. DPWH pegged costs at P3.07 billion to be funded locally. Civil works are currently underway for this segment with a target deadline in 2022.

"It is a massive project," said Villar during the meeting. The Metro Cebu Expressway is one of the many car-centric infrastructure projects for the central region. There is also the 8.5 kilometer-long Cebu-Cordova bridge that will link Mactan Island to Cebu City.
